Consultancy Services for Development of Rules & Regulations for the Coconut Industry

The Kenya Coconut Development Authority [KCDA] is a State Corporation under the Ministry of Agriculture with a mandate to regulate the coconut industry through registration and application of rules as may be made by the Ministry from time to time and also provide advisory services on coconut matters to the government and the industry for planning purposes.

The primary function of the Authority is to regulate the coconut industry in order to create a conducive environment for the industry's development and growth
Currently there are no organized rules and regulations ( code of practice) in the industry.

Many of the operators are ad hoc or follow certain traditional ways which seem to be fairly subsistence. New technologies introduced/ developed have no proper system of being disseminated or incorporated into property laws.

The Authority intends to undertake consultancy services-for development of a code of practice that will outline the rules and regulations for production, processing, and marketing of coconut products and by-products within the coconut industry thereby enabling the sub-sector operators to be regulated fairly, resulting in quality products and services to consumers and producers.

Objectives and scope of work

The objectives of the consultancy will be:-

a. To undertake comprehensive development of rules and regulations that will govern the production, processing and marketing of coconut and coconut based products;

b. To document all the rules and regulations;

c. To hold stakeholders forums to present the rules and regulations( code of practice ) for deliberations and consensus;

d. To present the code of practice to KCDA.

Prospective firms/consortiums must meet the following criteria, amongst others.

1. Demonstrate ability and capacity to undertake the stated assignments competently and in timely fashion

2. Demonstrate successful completion of similar assignments or those of comparable scale and magnitude over the last five years either locally or internationally

3. Should have at least two experts with masters degree in agricultural related field who have attained no less than 5 years experience in the same field

4. Attach Tax Compliance Certificate

5. Attach VAT certificate

6. Attach Certificate of Incorporation

A request for Proposal document will later be issued to the short-listed firms/consortiums

Request for Expression of Interest: Consultancy Services For Training Needs Assessment (TNA)

SMALLSCALE HORTICULTURE DEVELOPMENT PROJECT (SHDP)

1. Request for expression of interest follows the General Procurement Notice (GPN) for this project that appeared in the Development Business, Issue No. 728 of 15th June 2008.

2.   The Government of the Republic of Kenya has received from the African Development Fund (ADF) a loan of UA 17.00 million and intends to apply part of the proceeds of these finances to cover eligible payments under the contract for the provision of consultancy services for the SHDP

3.   The service of the Consultant is required for carrying out a comprehensive training needs analysis in the nine project sites, analysis of existing public service training programme of the field staff, identification of skills gap, recommending appropriate course content, designing and developing appropriate curriculum for the target groups, proposing the training schedule for each target group, development of training modules and coordination of training for different groups

4.   Objectives of the project are to increase household incomes of small-holder horticultural producers through increased production of horticultural products and enhanced marketing. To achieve these objectives, the project will focus on the following components of which the consultancy services will be applied:-

Irrigation and Infrastructure Development Component Farmer Support Programme: with 2 sub-components (i) Horticultural Production and Marketing and (ii)Financial Services Support Project Coordination.

The project will be implemented over 6 years with the first irrigated blocks coming on stream in year 2 and the bulk of the construction work being finished by year 4.

5.    Project therefore invites eligible consultants to express their interest by submitting to the Permanent Secretary, Ministry of Agriculture a statement of capability and experience relevant to the upcoming assignment.

6.    Only shortlisted consultants will be contacted and request for proposal (RFP) sent. The selection of a firm or consortium of firms will be done in accordance with the African Development Bank's Rules of Procedure for the Use of Consultants.

The Innovation Fund for Agriculture and Agri-business Call for Concept Notes and Proposals

The Agricultural Sector Ministries have received a grant from SIDA, EU, DANIDA and GTZ under the Agricultural Sector Support Programme (ASSP) through the Agricultural Sector Coordination Unit (ASCU), for the establishment of the Innovation Fund for Agriculture and Agribusiness.

The Fund is a grant to support innovative agricultural and agri-business initiatives and enhance the capacity of the private and public sectors in agriculture to play their role in agricultural development more effectively. This is in line with the Strategy for Revitalizing Agriculture (SRA).

The Micro Enterprises Support Programme Trust (MESPT) have been appointed as the Innovation Fund Manager.

Objectives of the Innovation Fund

The Innovation Fund is a Grant Fund to support innovative initiatives in livestock, crops, fisheries, cooperatives, irrigation, agro-forestry, and value-addition activities among others.

The objective of the fund is to support:
  • Innovative production & agri-business SRA compliant initiatives e.g. those that overcome managerial, technological or market challenges;
  • Value addition initiatives, that enhance farmers influence and ownership of & benefits from the value chain.
  • Piloting of innovative Public-Private Partnerships aimed at delivering critical agricultural services and technologies.
Eligibility

The Innovation Fund aims at supporting technically and financially viable business oriented initiatives and development of new ideas that can enhance the performance of Kenya's agricultural sector. Funds will be granted for the support of initiatives that fall within key areas identified in the SRA and the Kenya Vision 2030.

Brief Concept Notes, accompanied by more detailed Proposals, with a minimum budget of Kenya Shillings One million (Ksh. 1m), and not exceeding Kenya Shillings 10 million (KSh. 10 m), are invited from interested and qualifying organizations and individuals.
