Youth Enterprise Development Fund Expressions of Interest for the Provision of Business Development Services

The Youth Enterprise Development Fund Board was established as a State Corporation on 11th May 2007 to address the Economic Empowerment of the youth through Enterprise Development and Strategic Partnerships.

Some of the key mandates of the Fund's Board include:
  • To provide Business Development Services to youth enterprises at the constituency level
  • Support Youth enterprises to develop linkages with large enterprises
  • To facilitate marketing of products and services for youth enterprises locally and internationally.
The above initiatives are in line with the Board's mission of increasing economic opportunities for, and participation by Kenyan youth in their self empowerment.

In order to achieve its objectives, the Board wishes to invite expressions of Interests from organizations and/or individual consultants that meet the following qualifications;
  • Demonstrable Entrepreneurial Experience: Ability to disseminate entrepreneurial concepts from a practical point of view. This will call for a comprehensive understanding of today's business environment, and the factors affecting business performance across sectors,
  • Exposure to and participation in economic development programs among the Youth in Kenya especially in partnership with government agencies
  • Ability to identify new and develop existing business and market opportunities with a high potential to increase the rate of employment among the Kenya Youth
  • Ability to initiate and sustain strategic partnerships while implementing programs
  • Exposure and appreciation of quality control and value addition as key components of production across sectors - in order to increase the competitiveness of the goods and services produced by the Youth owned enterprises
  • Integration and Development of ICT in the provision of Business Development Services aimed at increasing efficiency and profitability among the Youth owned enterprises,
  • Result oriented service providers with proven ability to provide a range of business development services
In addition:
  • The provider must be a reputable Kenyan organization/consultants with valid identification and relevant compliance documents
  • Must enclose their profile clearly indicating services offered and area(s) of specialization if any, with emphasis on the relevant experience obtained to date.

Background

The Government of Kenya has received financial credit from the International Development Association (IDA) towards the implementation of the Kenya Natural Resource Management Project (KNRMP). It is intended that part of the proceeds of this credit will be applied to eligible payments under the contracts for provision of consultancy services on Baseline survey.

The project is being implemented by three institutions: the Water Resources Management Authority (WRMA), the National Irrigation Board (NIB) and the Kenya Forest Service (KFS). The project has adopted a results-based implementation approach that entails monitoring the implementation of activities in various components and linking these with the outcome indicators and project development objective.

This requires reliable baseline information that will help measure the progress and impact of the project with regards to natural resource health, livelihoods improvement and community participation in natural resources management. The Ministry of Water and Irrigation now invites eligible consultants to express their interests in providing services for baseline survey.

Objective

The objective of the survey is to determine the current status of communities in the intervention areas of Upper Tana and Lower Nzoia catchments respectively to:
  • Provide data and information on the relevant project outcome indicators
  • Increase ability to assess the management and livelihood status impact of the NRM project and
  • Improve the quality and effectiveness of project implementation
Scope of services

The scope of the services to be provided include assessment of socio-economic and other factors relevant- to enhancing sustainable management of water and forest resources and establish baseline information that can be used for monitoring and evaluating changes in resource health and livelihood status over time.

Terms of reference

The highlights of terms of reference for consultancy covering three thematic areas are:
Water Resources Management
  • Assess the socio-economic status of the communities
  • Assess the communities' current land management practices and identify those contributing to sustainable land conservation and management
  • Assess the agro-economic benefits of improved land use practices as well as associated costs (increased operational costs, labour time, etc.) and identify possible obstacles for the smooth introduction of the practices Irrigation
  • Conduct baseline survey on the participatory irrigation management (PIM) to understand the present status of existing user groups
  • Assess the socio-economic status of the communities in the existing and new irrigation schemes including out-grower schemes
  • Compare status of head, mid and tail end farmers in the survey irrigation schemes and identify issues with each category of farmers Forestry
  • Assess the socio-economic status of the forest adjacent communities
  • Assess the land use practices within the surrounding of forest areas and activities that directly or indirectly affect forest conservation and management
  • Assess the forest adjacent communities' sustainable forest management opportunities and constraints
The Ministry of Water and Irrigation (the client) now invites eligible consulting firms to forward their Expressions of Interest (EOI) in providing these services. Interested consulting firms must provide relevant information and demonstrate;
  1. Experience in conducting field level baseline surveys;
  2. Experience on qualitative and quantitative research
  3. Experience in spatial data systems (CIS, GPS and remote sensing);
  4. Knowledge and understanding of project implementation and management in a developing country context.
The consulting firm will be selected based on Quality and Cost Based Selection (QCBS). Request for Proposal (RFP) will be issued to shortlisted firms.

Interested consultants may obtain further information at the address below during office hours between 0900 - 1630 hours from Monday - Friday inclusive, except public holidays in Kenya, before the deadline for submission of Expression of Interest.

The completed expression of interest documents in writing in three (3) copies must be delivered to the address below or deposited in the Tender Box situated in the Main entrance, Ground Floor, Ministry of Water and Irrigation, Maji House, Ngong Road so as to be received on or before 5rJ April, 2009 at 1200 hours Kenyan Local time. Ministry of Higher Education, Science and Technology National Council for Science and Technology Research Clearance and Authorization

The National Council for Science and Technology (NCST) is a statutory institution of the Government of Kenya established by the Science and Technology Act. Cap. 250 of the Laws of Kenya.

Request for Expression of Interest to Conduct Research and Compile Project and Sector Profiles in Line With Vision 2030

Kenya Investment Authority (Kenlnvest) is a statutory organization established by an Act of Parliament, the Investment Promotion Act, No. 6 of 2004. It is charged with the responsibility of promoting and facilitating investments and providing necessary assistance to both local and foreign investors.

Kenlnvest intends to commission consultants/consultancy firms to develop sector and project profiles and identify specific investment opportunities for the flagship sectors that have been given priority as key growth drivers in Vision 2030, namely:

The process will involve: Carrying out a comprehensive review of information on the sectors, and potential investment projects; Consolidating project and sector profiles already developed by various organs of the Government; Carrying out comprehensive consultations with key stakeholders to collect information and data on the available and potential investment opportunities; Developing/updating sector profiles and highlighting potential projects; Packaging and profiling key projects on identified investment opportunities.

Qualifying research consultants are required to present a detailed proposal for the above tasks indicating technical and financial capacities, together with profiled experience in similar assignments. In assessing the proposal, consideration will be given to concise covering letter (Max 3 pages) and respective CV's indicating areas of technical competence with relevant experience to undertaking similar assignments in the last three (3) years.

  • Carrying out an assessment of current incentives available and proposing a new regime of national, regional and/or sectoral incentive structure;
  • Identifying succesful models used in other countries, to be used as benchmarks;
  • Identifying the roles of key stakeholders who interface with investors in their day to day operations;
  • Carrying out comprehensive consultations with key stakeholders to collect information/ data in refining the expected output;
  • Aligning the proposed policy measures with other regional cooperation initiatives, to avoid inconsistency;
  • Formulating a strategy for joint investment promotion campaigns by key stakeholders;
  • Identifying key institutions dealing with each sector/sub-sector;
  • Preparing an implementation schedule for identified reform measures.
Qualifying research consultants are required to present a detailed proposal for the above tasks indicating technical and financial capacities, together with profiled experience in similar assignments.

In assessing the proposal, consideration will be given to concise covering letter (Max 3 pages) and respective CV's indicating areas of technical competence with relevant experience to undertaking similar assignments in the last three (3) years.
