The Kenya Power & Lighting Company Limited has a well established ICT infrastructure for running its business. The current Data Centre located at the KPLC Headquarters in Stima Plaza was designed and constructed in 1997. The customer base at that time was about 350,000.

Over the 10 year period that has elapsed, there has been a significant increase in the number of customers from 350,000 to the current base of over one million. In a bid to cope with the increased volume of transactions, a number of systems improvement and upgrades have been carried out over the years.

As a result of the rapid technological changes that have taken place in all the spheres of the ICT industry i.e. hardware, software including applications and data communication technology, there is need to review and re-evaluate the current ICT resources with a view of determining the optimal capacity and quality to meet the short term and long term corporate requirements.

The Company now seeks to engage a consultant to undertake a review of the current ICT Systems, and suggest where appropriate, new and more suitable hardware, networking, system software, application software, manpower skills, as well as design of a new data centre and customer call centre.

The assignment will require the Consultant to, inter alia:

(i) Evaluate and assess the current IT Systems, utilization, spare capacity and growth projection;

(ii) Recommend the best appropriate technology for a future Data Centre;

(iii) Recommend any changes required in the applications in use and if the current systems meet our business requirements;

(iv) Develop designs for the new ICT requirements in terms of Hardware, Software, Telecoms (data networks), Infrastructure-UPS, Air Conditioning, Fire fighting, Security Systems - Firewalls, Access controls;

(v) Recommend the most optimal, technically and financially viable design of distribution and customer service contact centres; (vi) Determine the space requirement for the new Data centre and the contact centres and recommend the appropriate location.

This request for Expression of Interest will lead to short-listing of eligible consulting firms who will be invited to submit bids to carry out the above assignment.

The assignment is not expected to take more than 6 months and employment of consultants will be based on Quality and Cost-Based Selection (QCBS). Consultants may associate with others to enhance qualifications.

The required qualification is a track record in ICT consultancy.

Minimum criteria for being short listed shall be experience in ICT business and having carried out at least one study on ICT business in a company of similar size.

Experience in pubic procurement rules and ICT legislation would be an added advantage.

Interested consultants may obtain further information from the office of the Chief Manager, IT and Telecommunications, situated at Stima Plaza, 6th Floor, Kolobot Road, Parklands, Nairobi on working days between 9.00 a.m. and 4.00 p.m.

so as to be received by 17th March 2009 at 10.00 a.m. These will be opened in the Stima Plaza Auditorium at 10.30 a.m. in the presence of consultants or their representatives who choose to attend.
