The Government of Kenya has received financing from the World Bank towards the cost of the Northern Corridor Transport Improvement Project and intends to apply part of the proceeds for consultant services.

The services include

(i) Review of existing practices for and procedures of Training, Testing and Licensing of drivers, driving instructors and driving examiners

(ii) Review the adequacy of the sections of the Traffic Act as it relates to training, testing and licensing of drivers, driving instructors and driving examiners

(iii) On the basis of the outcome of (i) and (ii) above develop a national curriculum for training and testing of drivers, driving instructors and driving examiners

(iv) develop new rules and regulations to support the implementation and enforcement of the new curriculum

(v) Propose amendments if any to strengthen the sections of the Traffic Act relating to training, testing and licensing of drivers, driving instructors and driving examiners.

The Ministry of Transport now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of curriculum expert and expert with knowledge of operations of driving schools, etc) Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (published by the Bank in January 1997 and revised in September 1997, January 1999 and May 2002).

Expression of Interest must be deposited in the Tender Box marked "Ministry of Transport" Located at the main entrance to Transcom House or mailed to the address below, so as to be received on or before 10.00 hrs on the 26th of February 2009.

The Expression of Interest will be opened immediately thereafter at the Accounts Boardroom located at Transcom House Annex, in the presence of consultants representatives who may choose to attend.
