The Inter-Diocesan Properties Ltd. Together with IDCCS Ltd, both of the Anglican Church of Kenya intends to construct a 40-50 Bed Guest House and Conference Centre at Milimani area in Kisumu Town as Joint Employers.

(iii) highlight the roles played by Governments, the private sector, development partners and other stakeholders in the implementation of the EAC Customs Union,

(iv) Sensitise and disseminate information on Customs Union and its benefit to Stakeholders

(v) Map out a sustainable communication strategy for customs union

The EAC intends to pre-qualify consulting firms for the provision of the required services.

The overall objective of the consultancy is to design an M&E system that will enable the Secretariat and stakeholders to identify areas requiring strategic interventions and to monitor implementation of the Customs Union. It is expected that the results of the consultancy shall lead to:

a) Identification of areas for improvement and strengthening in the course of implementing the Customs Union

b) Development of instruments for continuous assessment of customs Union implementation

c) More effective and efficient implementation of the Customs Union.

d) Development of a Legal and institutional framework for consolidation of the Customs Union and the creation of a single customs territory.

The EAC intends to pre-qualify consulting firms for the provision of the required services. Pre-qualification is open to firms and voluntarily formed joint ventures from eligible source countries, in accordance with the African Development Bank Rules of Procedure for the Use of Consultants.

The Kenya Coconut Development Authority [KCDA] is a State Corporation under the Ministry of Agriculture with a mandate to regulate the coconut industry through registration and application of rules as may be made by the Ministry from time to time and also provide advisory services on coconut matters to the government and the industry for planning purposes.

The primary function of the Authority is to regulate the coconut industry in order to create a conducive environment for the industry's development and growth
Currently there are no organized rules and regulations ( code of practice) in the industry.

Many of the operators are ad hoc or follow certain traditional ways which seem to be fairly subsistence. New technologies introduced/ developed have no proper system of being disseminated or incorporated into property laws.

The Authority intends to undertake consultancy services-for development of a code of practice that will outline the rules and regulations for production, processing, and marketing of coconut products and by-products within the coconut industry thereby enabling the sub-sector operators to be regulated fairly, resulting in quality products and services to consumers and producers.

Objectives and scope of work

The objectives of the consultancy will be:-

a. To undertake comprehensive development of rules and regulations that will govern the production, processing and marketing of coconut and coconut based products;

b. To document all the rules and regulations;

c. To hold stakeholders forums to present the rules and regulations( code of practice ) for deliberations and consensus;

d. To present the code of practice to KCDA.

Expression of Interest (EOI) For Civil Society Capacity Development and Training Consultancy

WWF-the global conservation organization, Eastern Africa Regional Programme Office (WWF-EARPO) is currently implementing a project to strengthen the capacity of environmental civil society organisations (CSOs) and networks in Kenya.

The capacity strengthening project will help CSOs to effectively engage in environmental policy advocacy and influence for sustainable conservation.

The project is funded by the Environmental Movements in the South (EMiS) through WWF-Norway.

WWF-EARPO is inviting Expressions of Interest (Eol) for consultancy services to train and mentor target environmental civil society organisations in Kenya within the next one year.

The scope of work includes but is not limited to training and mentoring in: natural resources management and governance; policy analysis, advocacy and lobbying; governance and leadership; strategic planning; organisational change management; project management; communication and networking. This delivery will be made and guided by a prepared training curriculum and manual.

This EoI seeks to short list competent firms or individuals for engagement in specific areas of expertise on a need basis. 1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 715 of 30th November, 2007.

2. The Government of Kenya has received a credit from the International Development Association (IDA) toward the cost of Water and Sanitation Service Improvement Project (WaSSIP) and it intends to apply part of the proceeds of this credit to payments under the Contract for Drilling and Equipping of Boreholes (Emergency Works) in Nairobi, Contract No; AWSB/WaSSIP/ Comp.1/W-3 (a)/2009.

3. The Athi Water Services Board, a parastatal under the Ministry of Water and Irrigation, now invites sealed bids from eligible and qualified bidders for Drilling and Equipping of Boreholes (Emergency Works) in Nairobi which will involve drilling of 11 boreholes within a radius of' 30Km from the Nairobi City Centre, test pumping and cleaning of the boreholes, equipping with specified pumps and control panels, supply of electricity to site and electrification of the borehole pumps, borehole disinfections, minor distribution network to connect to existing water network and commissioning of the works.

The construction period is 2 months.

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank's Guidelines: Procurement under IDA Credits published by the Bank in May 2004 and revised in October 2006, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

(vi) 1 Generator 15kVa ;

(vii) 3 Concrete vibrators 40mm;

(c) Adequate and competent staff for the works including a Site Agent with 8 years' experience in works of an similar nature and volume, including no less than three years as Site Agent; and;

(d) Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than KSh 10,000,000.00 (Kenya Shillings Ten Million only) or equivalent in a freely convertible currency.

A consistent history of litigation or arbitration awards against the Applicant or any partner of a Joint Venture may result in disqualification. A margin of preference for eligible national contractors/joint ventures shall not be applied.

7. Background

The Government of Kenya has received financial credit from the International Development Association (IDA) towards the implementation of the Kenya Natural Resource Management Project (KNRMP). It is intended that part of the proceeds of this credit will be applied to eligible payments under the contracts for provision of consultancy services on Baseline survey.

The project is being implemented by three institutions: the Water Resources Management Authority (WRMA), the National Irrigation Board (NIB) and the Kenya Forest Service (KFS). The project has adopted a results-based implementation approach that entails monitoring the implementation of activities in various components and linking these with the outcome indicators and project development objective.

This requires reliable baseline information that will help measure the progress and impact of the project with regards to natural resource health, livelihoods improvement and community participation in natural resources management. The Ministry of Water and Irrigation now invites eligible consultants to express their interests in providing services for baseline survey.

Objective

The objective of the survey is to determine the current status of communities in the intervention areas of Upper Tana and Lower Nzoia catchments respectively to:
  • Provide data and information on the relevant project outcome indicators
  • Increase ability to assess the management and livelihood status impact of the NRM project and
  • Improve the quality and effectiveness of project implementation
Scope of services

The scope of the services to be provided include assessment of socio-economic and other factors relevant- to enhancing sustainable management of water and forest resources and establish baseline information that can be used for monitoring and evaluating changes in resource health and livelihood status over time.

Terms of reference

The highlights of terms of reference for consultancy covering three thematic areas are:
Water Resources Management
  • Assess the socio-economic status of the communities
  • Assess the communities' current land management practices and identify those contributing to sustainable land conservation and management
  • Assess the agro-economic benefits of improved land use practices as well as associated costs (increased operational costs, labour time, etc.) and identify possible obstacles for the smooth introduction of the practices Irrigation
  • Conduct baseline survey on the participatory irrigation management (PIM) to understand the present status of existing user groups
  • Assess the socio-economic status of the communities in the existing and new irrigation schemes including out-grower schemes
  • Compare status of head, mid and tail end farmers in the survey irrigation schemes and identify issues with each category of farmers Forestry
  • Assess the socio-economic status of the forest adjacent communities
  • Assess the land use practices within the surrounding of forest areas and activities that directly or indirectly affect forest conservation and management
  • Assess the forest adjacent communities' sustainable forest management opportunities and constraints
The Ministry of Water and Irrigation (the client) now invites eligible consulting firms to forward their Expressions of Interest (EOI) in providing these services. Interested consulting firms must provide relevant information and demonstrate;
  1. Experience in conducting field level baseline surveys;
  2. Experience on qualitative and quantitative research
  3. Experience in spatial data systems (CIS, GPS and remote sensing);
  4. Knowledge and understanding of project implementation and management in a developing country context.
The consulting firm will be selected based on Quality and Cost Based Selection (QCBS). Request for Proposal (RFP) will be issued to shortlisted firms.

Interested consultants may obtain further information at the address below during office hours between 0900 - 1630 hours from Monday - Friday inclusive, except public holidays in Kenya, before the deadline for submission of Expression of Interest.

The completed expression of interest documents in writing in three (3) copies must be delivered to the address below or deposited in the Tender Box situated in the Main entrance, Ground Floor, Ministry of Water and Irrigation, Maji House, Ngong Road so as to be received on or before 5rJ April, 2009 at 1200 hours Kenyan Local time. The expression of interest must be in plain sealed envelopes and clearly marked "REF: EOI/NRM/MOWI/02/2008-2009 - EOI FOR BASELINE SURVEY".
