BACKGROUND
The Ministry of State for Planning, National Development and Vision 2030, plays a key and strategic role in the overall structure of government and administration in Kenya. Its mandate is to facilitate and coordinate the national development planning process and to provide leadership in national economic policy management.
The Ministry launched Kenya's economic blue print the Kenya Vision 2030 and its first Medium Term Plan (MTP) on June 10h, 2008. The Kenya Vision 2030 is the long-term national is planning strategy covering the period 2008 to 2030.
It aims at making Kenya a newly industrializing, "middle income country providing high quality of life for all its citizens by the year 2030". This national vision is based on three "pillars" namely; the economic, social, and the political pillars under which flagship projects and other priority programmes will be implemented in the next 21 years.
The Kenya Vision 2030 is to be implemented in successive five year medium term plans of which the first phase of 2008-2012 is already being implemented.
In order to enhance the Government's commitment towards realization of the Kenya Vision 2030, the Ministry intends to rally Kenyans to fully support the on going and up coming projects and programmes. To achieve this, there is need to constantly inform and remind Kenyans about the projects and programmes which are scheduled and the ones which are implemented and fully operational.
To publicise the Kenya Vision 2030 and other Ministry activities, the Ministry of State for Planning, National Development and Vision 2030 conducted post publicity campaigns in the following areas: radio advertisings in major stations, newspaper insert, outdoor advertising, talk shows in both radio and television and also held dissemination workshops and fora for various stakeholders.
As part of the Kenya Vision 2030 publicity campaign the Ministry is looking for an innovative and creative platform to reach the public. In this regard, the Ministry intends to engage the services of an innovative and reputable digital advertising firm to carry out electronic signage in digital screens to market and promote the vision 2030 and other Ministry's activities.
THE SCOPE OF SERVICES WILL INCLUDE:
1. Formulation of a comprehensive roll out plan to ensure maximum benefit from the use of digital screens for an initial 12-month period
2. In close consultation with the Ministry, formulate targeted content for placement on digital screens
3. Monitor the coverage and impact of the messages and advise the Ministry accordingly
4. Regularly advise the Ministry on optimal use of the screens in terms of timing and location of messages
5. Manage negative publicity, if any, and advise on remedial measures
6. Submit quarterly progress reports to the Ministry
QUALIFICATION
Interested firms should:
1. Have extensive network coverage of both indoor and outdoor screens sites throughout the country
2. Have an in house production team for timely delivery to facilitate change content as and when required
3. Provide detailed technical proposals of how they intend to carry out the assignment
4. Demonstrate the requisite experience
5. Show evidence- of local incorporation
6. Be tax and VAT compliant

The Ministry therefore invites Proposals from reputable professional firms with capacity to offer the above services. Interested firms should submit their proposals clearly marked "PROPOSALS FOR THE PROVISION OF DIGITAL ADVERTISING SERVICES FOR VISION 2030"addressed to:
