Services Of Support Organizations (SO)

The Water Resources Management Authority (WRMA) is the lead agency mandated under the Water Act 2002 to deal with water resource management which includes monitoring and allocating the water resources and managing the catchment areas.
WRMA, in conjunction with the Water Services Trust Fund (WSTF) has established a financing framework, known as the WRUA Development Cycle (WDC) to support WRUAs to develop and implement their Sub-Catchment Management Plans (SCMPs).

The WRMA now invites eligible consulting firms to express an interest to be registered by WRMA to provide services under WDC as a Support Organisation (SO) to the WRUAs. Successful SOs will be registered with the WRMA Regional Offices and will be eligible to bid for specific assignments as may be requested by the WRUAs.

Services required by WRUAs include but are not limited to:

a. Capacity building of WRUAs with respect to generic CBO skills. The SO will be expected to provide a range of training services in topics covering governance, leadership, conflict resolution, communication, financial management, budgeting and planning, record keeping, business planning, etc:

b. Training of WRUAs in Integrated Water Resource Management Approach. The SO is expected to utilise and compliment the framework set out in WDC documentation to raise the awareness and engagement of WRUA members in WRM issues.

c. Support development of SCMPs. The SO is expected to undertake community mobilisation and technical sessions leading towards the formulation of SCMPs based on participatory methodologies.

d. Provision of Technical WRM Services including:
  • Abstraction, pollution and water use surveys;
  • Erosion surveys and design of soil control measures;
  • Riparian pegging and design of riparian rehabilitation programs;
  • Catchment surveys and design of catchment rehabilitation programs including tree nursery development;
  • Water resource mapping and assessments;
  • Socio-economic surveys;
  • Development of GIS and maps;

e. Provision of a Registered Engineer competent to provide Technical Engineering Services for the design of intake weirs and storage structures including:
  • Feasibility Studies;
  • Preparation of Engineering designs, Specifications, Bills of Quantities and Costings;
  • Construction supervision;
f. Training in appropriate technologies. The SO is expected to provide training services covering a range of topics which may include:
  • Minimum tillage approach to soil and water conservation;
  • Adoption of efficient irrigation technologies;
  • Adoption of fuel efficient technologies (e.g. energy efficient stoves);
  • Income generating projects;
The Expression of Interest (EOI) documents should demonstrate the following competencies and requirements:

1. Statement indicating which of the services (a to f) the SO wishes to be registered for. A SO can register for more than one type of service;

2. Capacity Statement related to the required services;

3. Listing of Staff available for assignments indicating specialization, qualifications, years of experience and whether staff member is permanent employee or associate. A one page CV for each staff member should be attached;

4. List of Relevant Assignments undertaken by the firm within the last 5 years (no more than 3 pages in total);

5. Copy of Company Registration and PIN Certificates;

6. Statement of Annual Turnover of Firm over last 5 years;

7. Statement of Firm's litigation history within last 5 years;

8. Valid professional indemnity for those offering engineering services.

General Information

1. Each qualified SO will be registered with the WRMA Regional office for the regions in which the EOI has been submitted. An SO may be registered in more than one region.

2. Provision of the services is expected to commence in March 2009.

3. Pre-qualified SOs will be required to participate in WDC Induction Training Events to be organised by WRMA/WSTF.

4. Each EOI must be submitted in 2 hardcopies and one electronic copy on CD;

5. An SO must submit a separate EOI to each WRMA Regional Office in which it wishes to be registered;

6. Packages containing the Expression of Interest should be clearly marked with the statement: "Expression of Interest: - Provision of SO Services for WRMA _________ Catchment Area" (insert name of catchment area)

7. EOI documents must be delivered to the addresses below not later than 12 noon on 16th March, 2009
