Consultancy Services for Development of Rules & Regulations for the Coconut Industry

The Kenya Coconut Development Authority [KCDA] is a State Corporation under the Ministry of Agriculture with a mandate to regulate the coconut industry through registration and application of rules as may be made by the Ministry from time to time and also provide advisory services on coconut matters to the government and the industry for planning purposes.

The primary function of the Authority is to regulate the coconut industry in order to create a conducive environment for the industry's development and growth
Currently there are no organized rules and regulations ( code of practice) in the industry.

Many of the operators are ad hoc or follow certain traditional ways which seem to be fairly subsistence. New technologies introduced/ developed have no proper system of being disseminated or incorporated into property laws.

The Authority intends to undertake consultancy services-for development of a code of practice that will outline the rules and regulations for production, processing, and marketing of coconut products and by-products within the coconut industry thereby enabling the sub-sector operators to be regulated fairly, resulting in quality products and services to consumers and producers.

Objectives and scope of work

The objectives of the consultancy will be:-

a. To undertake comprehensive development of rules and regulations that will govern the production, processing and marketing of coconut and coconut based products;

b. To document all the rules and regulations;

c. To hold stakeholders forums to present the rules and regulations( code of practice ) for deliberations and consensus;

d. To present the code of practice to KCDA.

The Kenya Coconut Development Authority [KCDA] invites eligible firms/consortiums to indicate their interest in providing the above services:

Prospective firms/consortiums must meet the following criteria, amongst others.

1. Demonstrate ability and capacity to undertake the stated assignments competently and in timely fashion

2. Demonstrate successful completion of similar assignments or those of comparable scale and magnitude over the last five years either locally or internationally

3. Should have at least two experts with masters degree in agricultural related field who have attained no less than 5 years experience in the same field

4. Attach Tax Compliance Certificate

5. Attach VAT certificate

6. Attach Certificate of Incorporation

A request for Proposal document will later be issued to the short-listed firms/consortiums

Expression of interest documents should be submitted in a plain sealed envelope clearly marked with the respective Tender No. and submitted to the tender box situated on 6th floor of Social Security House along Nkurumah Road or addressed to:

So as to reach him Qn or before 7th April 2009 at 1100 hrs (East African standard time)
Bulky documents that cannot fit in the tender box can physically be delivered to the Procurement Office situated on 6th floor and clearly indicated on the envelope, "do not open before 7th April 2009".

Interested consultant firms may obtain further information at the address above during working hours from 0800 to 1700 hours local time from Monday to Friday except during lunchtime from 1300 to 1400 hours and public holidays.

The submitted expressions of interest will be opened in the conference room in Social Security House 6th Floor immediately after closing date and time in the presence of the tenderers/representatives who choose to attend.
