Financial Support for improved access to water and sanitation

Water Services Trust Fund (WSTF) Seeks Consulting Services
for "Water Supply and Sanitation for the Urban Poor Program (WASSUPP)"

Water Services Trust Fund, a corporate body under the Ministry of Water and Irrigation and established under the Water Act, 2002 has received funding from the Government of Kenya and German Financial Cooperation (KfW) under "Water Supply and Sanitation for the Urban Poor Program (WASSUPP)"to financially support the Water Services Boards through the Water Service Providers (WSPs). In this respect, the Water Services Providers who play a key role in the water and sanitation services provision in major urban areas are expected to improve service delivery in the low income urban areas within their jurisdiction areas using the Urban Project Concept (UPC) funding mechanism.

WSTF intends to use part of this funding to finance consultancy services to support the implementation of the program. Independent, qualified consulting firms are now invited to express interest in providing the required services as per the scope of work below. A prequalification will be conducted. The preselected and shortlisted consultants wiil then be asked to tender.

The scope of work

The tasks of the consultant are to:
  • assist in the evaluation of submitted proposals from interested WSPs;
  • ensure that the procurement of services and works financed under the basket-funding mechanism are in accordance with the common guidelines established and agreed upon by the WSTF, KfW and other donors,
  • assess regularly the quality of construction works and the performance of field monitors engaged by the WSTF in cooperation with the WSPs,
  • regularly assess Operation & Maintenance (O&M) of the new urban pro-poor WSS systems operated by the WSPs,
  • contribute towards further improvement of standard designs, technical drawings, tender documents and procedures,
  • Assist the WSTF in establishing and improving the procedures regarding checks & balances on the use of funds and in the further development of financial procedures according to international standards.
In the pre-seiection process, the consultants applying are required to demonstrate the following competencies and requirements by providing clear, concise and contain substantial information:

  • Capacity to implement the Terms of References (TOR), copies of which are available from the Water Services Trust Fund, A proposed team of two staffs each with at least 10 years relevant professional experience, Curriculum Vitae of the proposed team to be included:
  • i) Civil Engineer experienced in the water and sanitation services,
  • ii) Financial Specialist.
  • Relevant knowledge and project experience (a maximum of 15 references, strictly related to the envisaged services) covering: program management, monitoring and evaluations systems, financial management, procurement, contract management, systems auditing, environmental impacts assessments, water supply engineering, assessment and capacity development of WSPs, and Urban Project Concept (UPC) funding process and social issues,
  • Valid professional indemnity of sufficient financial cover for the assignment.
General Information

1. Provision of the services is expected to commence in July 2009,

2. The consultants will be selected following pre-selection and international competitive bidding, in accordance with "KfW Guidelines for Assignment of Consultants in Financial Co-operation Projects" (refer to homepage of KfW development bank: www.kfw-entwicklungsbank.de).

3. Interested firms are required to obtain additional information on the assignment including the TOR from the address indicated below, starting from Monday 16th March 2009 from 8.30 AM to 5.00.PM working days only,

4. Expression of interest documents (in English) must be delivered in one original and one copy to the WSTF (address below) and dropped in the tender box not later than Wednesday 15th April, 2009 at 12.00pm. An additional copy shall be submitted to the KfW Office Nairobi, P.O. Box 52074, and 00200 Nairobi on the same date,

5. Those document that are too large to enter the tender box should be deposited and registered in the WSTF office and must be stamped time and date,

6. Packages containing the Expression of Interest should be clearly marked with the statement: "Expression of Interest: - Provision of Consulting Services for "WASSUPP",

7. Canvassing or lobbying for pre-qualification shall lead to automatic disqualification,

8. The WSTF is not bound to select any consultant.
