Invitation for Pre-Qualification of Various Consultancies

This Invitation for pre-qualification follows the General Procurement Notice for this project that appeared in Development Business Issue No. 694 of 16th January 2007.

The East African Community (EAC) has received a grant from the African Development Fund (African Development Bank Group) towards the costs of regional activities under the East Africa Trade and Transport Facilitation Project and intends to apply part of the proceeds of the grant for eligible payments under the contract for the following consultancy services:
  1. DEVELOPMENT OF AN EAST AFRICAN COMMUNITY CUSTOMS COMMUNICATION AND AWARENESS STRATEGY
  2. DESIGN OF EAST AFRICAN COMMUNITY CUSTOMS MONITORING AND EVALUATION SYSTEM

  1. DEVELOPMENT OF EAST AFRICAN COMMUNITY CUSTOMS COMMUNICATION AND AWARENESS STRATEGY
The objective of this consultancy is to develop an East African Community Customs Communication and awareness strategy and to contact an awareness of the East African Customs Union to;

(i) increase the visibility, profile, knowledge and effectiveness of the EAC Customs Union in the integration process of the EAC.

(ii) develop a mechanism for constructive dialogue between stakeholders, promote active public debate and analysis of the Customs Union and related issues, thereby providing an effective means of feedback to policymakers in respect to the understanding and effect of the Customs Union on the citizenry and economies of the EAC.

(iii) highlight the roles played by Governments, the private sector, development partners and other stakeholders in the implementation of the EAC Customs Union,

(iv) Sensitise and disseminate information on Customs Union and its benefit to Stakeholders

(v) Map out a sustainable communication strategy for customs union

The EAC intends to pre-qualify consulting firms for the provision of the required services.

Pre-qualification is open to firms and voluntarily formed joint ventures from eligible source countries, in accordance with the African Development Bank Rules of Procedure for the Use of Consultants.

Minimum requirements for qualification are set forth in the pre-qualification document.

2. EAST AFRICAN COMMUNITY CUSTOMS MONITORING AND EVALUATION

The overall objective of the consultancy is to design an M&E system that will enable the Secretariat and stakeholders to identify areas requiring strategic interventions and to monitor implementation of the Customs Union. It is expected that the results of the consultancy shall lead to:

a) Identification of areas for improvement and strengthening in the course of implementing the Customs Union

b) Development of instruments for continuous assessment of customs Union implementation

c) More effective and efficient implementation of the Customs Union.

d) Development of a Legal and institutional framework for consolidation of the Customs Union and the creation of a single customs territory.

The EAC intends to pre-qualify consulting firms for the provision of the required services. Pre-qualification is open to firms and voluntarily formed joint ventures from eligible source countries, in accordance with the African Development Bank Rules of Procedure for the Use of Consultants.

Submissions of applications for Pre-qualification must be received in sealed envelopes delivered by hand or registered mail at the address below not later than 18th May 2009. The envelopes shall be clearly marked as application to the respective consultancy. Applicants will be advised in due course of the result of their applications.

Only firms and joint ventures pre-qualified under this procedure will be invited to submit proposals.

The applications for pre-qualification should be addressed accompanied with a non-refundable fee of USD 50 in Banker's Cheque. The Cheque should be drawn to East African Community Secretariat and the bid should be addressed to:
