Consultancy Services for Training in Monitoring and Evaluation and Finalization of Monitoring and Evaluation Framework

The Government of Kenya through the Ministry of Finance has received funds from the International Development Association (IDA) towards the cost of Institutional Reforms and Capacity Building Project and intends to use part of this credit to eligible payments under the contract for Training in Monitoring and Evaluation and Finalization of the Monitoring and Evaluation Framework for the Public Sector Reforms and Performance Contracting Programme.

PSR&PC is implementing the "Results for Kenyans" Reform Programme comprising of the following components; Performance Management, Transformative Leadership and Value and Ethics for Results Based Management, (RBM), Institutional Capacity Building and Strategic Partnerships, Public Service Development and Information Education and Communication.

PSR&PC would like to strengthen the Monitoring and Evaluation function of the programme to enhance documentation and reporting of the achievements of the programme.

The specific objectives of the consultancy include but not limited to, training of Government Officers on M&E and finalization of M&E framework for Public Sector Reform.

The scope of services include but not limited to, training a pool of Public Servants in Monitoring and Evaluation, prepare the trainees as trainers of M&E for Public Sector Reforms and finalization of the M&E framework.

The Public Sector Reforms and Performance Contracting now invites interested eligible consultancy firms to indicate their interest in providing the above services. Interested eligible consultancy firms must provide information indicating that they are qualified to perform the service including: the firm's profile; experience in similar assignments with appropriate references; experience in similar conditions; availability of appropriate skills among staff and any other relevant information.

Athi Water Services Board Invitation for Bids (IFB)

Contract Identification No: AWSB/T/14/2008-2009

1. The Athi Water Services Board has received a Grant from the Ministry of Roads towards the cost of Relocation of Water and Sewerage Services and intends to apply part of the funds to cover eligible payments under the Contract for Relocation Works of Water and sewerage services along Thika Highway, Contract No: AWSB/T/14/2008-2009. Bidding is open to all qualified Contractors.

2. The Athi Water Services Board now invites sealed bids from eligible bidders for the construction of:

(i) Relocation of water pipelines of various diameter along thika road

(ii) Connection to the affected off takes

(iii) Ancillary works including construction of chambers and installation of valves as directed

(iv) Temporary works to ensure that water services to Nairobi Residents are not affected

(v) Relocation of sewer lines and associated works

Qualifications requirements include:

(a) Experience as prime contractor in the construction of at least one works' contract of a nature and complexity equivalent to the Works. The project is deemed comparable if it includes construction of civil engineering works including construction of

(i) water pipeline of at least 6 km of 450 mm diameter ferrous pipes including earthwork excavation, pipe laying, pipe protection and testing for a period of 3 months

(ii) At least 8 km of 450 mm diameter sewer lines construction including pipe laying, construction of manholes and associated ancillary works for a period of 4 months.

(b) Proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment, i.e.

(i) 3 No. 20ton excavator,

(ii) 2No 15 ton tippers,

(iii) 2No. 14 ton Lorries,

(iv) 2No.1 m3 concrete mixers,

(v) 4 No.OJSm3 concrete dumpers,

(vi) 2No.40mm concrete vibrators,

(vii) 2 No. Air compressors with 5 jacks,

(viii) 1 no. D7 Dozers,

(ix) 1No D7 Dozer with side boom,

(c) Contract manager/Site Agent with ten years' experience in works of an equivalent nature and volume, including no less than three years as Site Agent; and

Expression of interest for procurement of Engineering Consultancy Services

1. Preamble

Tanathi Water Services Board (TAWSB) is one of the eight regional water services Boards established under the water act 2002. The Board is a Government Parastatal established by the Ministry of Water and Irrigation vide gazette notice No 69 of 4th June, 2008 with the legal mandate for provision of water and sewerage services within its area of jurisdiction which covers 14 No. administrative Districts of Kitui, Mutomo, Machakos, Mwala, Kangundo, Yatta, Makueni, Mbooni, Nzaui, Kibwezi, Mwingi, Kyuso, Loitoktok and Kajiado.

2. Purpose of the EOI

In order to enhance the provision of effective water services, the Government of Kenya has provided funds to the Board for technical support in feasibility studies, design and social environmental impact assessment for the following Projects:-

1. Augmentation of Athi River Water & Sanitation Project.
2. Augmentation of Matuu-Kithimani Water supply & Sanitation Project.
3. Mikuyu dam Water supply and Kilome rural integrated water supplies.
4. Tala- Kangundo Water & Sanitation project.
5. Augmentation of Kibwezi cluster (consisting of Makindu, Kibwezi and Mtito-Andei) Water & Sanitation Project.

3. Scope

The scope of the consultancy shall include but not limited to:
  • Data collection Detailed feasibility study
  • Topographical survey
  • Basic study for design of conventional water treatment plants, intake structures, trunk and main distribution pipe line networks, storage facilities, water quality testing laboratory, staff quarters, Sewerage treatment/ water recycling plants and solar / wind power plants. Preparation of a funding proposal. Social Environmental impact assessments reports.
4. Qualification

TAWSB now invites Civil Engineering consulting firms to indicate their interest in providing the consulting services. Owing to the multi disciplinary scope of works, joint ventures between civil, mechanical, electrical and financial consulting specialists will have an added advantage.

Interested consultants must provide the following information indicating that they are qualified to perform the services:
  • Name and address of the firm.
  • Legal status of the firm (copies of certificate of in corporation: PIN, VAT, Registration number and KRA Compliance certificate).
  • Audited accounts for the last 2 years.
  • Key personnel: brief descriptions of the consultants key personnel showing experience their qualifications and experience.
  • Statement of firm's litigation record.
  • Experiences in similar works; evidence of track record of past assignments in the Boards jurisdiction or ASAL areas.
5. Submission of EOI

The request for proposals (RFP) document for the consultancy services is expected to be issued to the consultants who will have been short listed after evaluation of the EOls by the Board.

Expression of interest to be separately placed in plain sealed envelop and clearly marked:
"Expression of interest for consulting services for feasibility study, preliminary design, social and environmental impact assessment and funding proposal documentation for................".

Expression of Interest (EOI) for the Supply, Installation and Commissioning of a Radio and Tv Broadcast Logger

The Communications Commission of Kenya (CCK) was established in February 1999 by the Kenya Communications Act, 1998, to License and regulate telecommunications, radio communication and postal services in Kenya.

CCK wishes to purchase a high capacity radio and TV broadcast logger to be used for recording off - air radio and television broadcasts. The logger shall replace the existing one that records six radio and six analogue TV broadcast programmes simultaneously.

The logger should have capacity to record at least 32 live audio channels and 12 live TV analogue and digital broadcast channels simultaneously with capabilities for time stamping and automatic archiving.

The minimum recording time required is at least 50 days with auto overwrite option at the end of this period. The channels should be recorded in an appropriate format that is easily transferable to other set ups such as DVD media.

The system's hardware and software should be provided as a bundled package.
CCK, therefore, invites eligible and interested firms to submit Expressions of Interest (EOI) for the supply, installation and commissioning of the radio and TV Broadcast logger.

The EOI must be accompanied by copies of the following documents:-
  • Company profile (company history, contacts, services, affiliation, etc)
  • CVs of key technical personnel who will handle the project
  • Description of at least two (2) similar projects supplied and installed in the last five years
  • Manufacturers Authorization Certificate
  • Evidence of financial capability of (capital of at least KShs. 3 million) by submitting audited financial reports for the last three (3) years.
  • Give a proposed plan and schedule of implementation of the project.

KPLC Corporate Re-Branding Request for Expression of Interest (EOI)

Statement of Purpose

The Kenya Power & Lighting Company Limited (KPLC) intends to undertake a corporate re-branding exercise. This will entail development, roll-out and management of a new KPLC brand.

Alongside the visual elements, the re-branding exercise should include an internal culture change programme geared to align the brand promise of the organisation to the expectations of its customers and other stakeholders.

The exercise should ensure that the new KPLC brand is built and reflected effectively through staff, so that they understand, believe and reflect the brand promise. Further, the exercise should ensure all the touch points of the new brand are experienced by our stakeholders, as well as driving the business.

Background

KPLC is a limited liability company responsible for the transmission, distribution and retail of electricity throughout Kenya to over one million customers. The Company is ISO 9001:2000 certified and has been in existence since 1922, when it was first incorporated as the East African Power and Lighting Company.

The Company has nearly 10,000 permanent and contract staff who are distributed in 115 depots in the four administrative regions of the Company. It is currently the sole power distributor in the country, and buys electricity in bulk from public and Independent Power Producers.

KPLC intends to procure the services of a local or international consultant, firm of consultants or consortium to guide and implement the re-branding exercise.

Scope of Work

The services will include but are not limited to the development and-roll out of a new corporate identity and a comprehensive corporate identity manual; development of a sustainable brand internalization strategy and road map throughout the entire organisation; development of effective internal and external communication strategies, tools and materials; internal culture and attitude change; capacity building within KPLC to sustain the brand internalisation programme for the long term; develop/propose measurement tools such as Key Performance Indicators and monitoring mechanisms to be managed by KPLC in the long term; develop a comprehensive brand internalisation manual; and address any other issue(s) incidental and related thereto.

The service will also entail the periodic objective measurement of the impact of the re-branding exercise for management reports.

The Consultant

The Kenya Power & Lighting Company Limited (KPLC) now invites eligible consultants to indicate their interest in providing the services.

The ideal firm will be or will have the following attributes:
1. Specialist in strategic corporate branding

2. Affiliation with renowned international firm(s) in the relevant field

3. Expertise and capacity in developing corporate culture change and communication strategies, programmes, tools and materials

4. Demonstrate global best practice

5. Previous experience of at least three similar and comparable projects at local and international level with at least two references

7. Proven specialist experience to undertake assignment

8. Proven analytical tools to track and measure progress of the brand management programme

9. Demonstrable ability to put together a multi-faceted team of relevant experts

10. Ability to evaluate the success of the brand

11. Demonstrate a clear understanding of the KPLC brand strategy going forward

12. Expertise and capacity to manage stakeholders' expectations.

Interested consultants must provide information indicating that they have requisite experience and qualifications to perform the services.

In addition, a list of CVs of professional staff expected to take part in the project should also be provided. Consultants may associate to enhance qualifications. As part of the evaluation process, interested firms will be called upon to make presentations to the Company.

The consultant will provide their own computers, tools and labour needed for the assignment.

Deliverables

The selected consultant will commence work within two weeks of Project award. The successful bidder shall be required to deliver the following:
Within two weeks after the Contract Award, an Inception Report will be submitted giving a Work Plan and the Methodology to be used in the entire assignment for comment and feedback by KPLC to pave way for drafting of the final report. The report will include but not be limited to summary information on various key components of the assignments, and how the deliverables will be presented.

At the end of the fourth week after the Contract Award, a Draft final Report taking into account comments of KPLC will be submitted to the KPLC Re-branding Steering Committee, containing detailed descriptions of the approach to the entire assignment; current brand evaluation results including but not limited to customers and other stake holders' perceptions and expectations; and recommendations on areas to be focused on in the re-branding exercise.

The Final Report will be submitted to the KPLC Re-branding Steering Committee after incorporating comments if any, received from KPLC on the Draft Final Report. The submission will be within two weeks of receiving KPLC's comments. The consultant wilt submit three copies of the approved final report to KPLC Re-branding Steering Committee together with two copies of CDs containing the final report in electronic form.

Assignment Duration

The re-branding assignment is expected to be carried out within a maximum period of three calendar years from the Contract Award date.

Conduct of Work

The Consultant will be expected to be fluent in English, and be able to work closely with KPLC staff, various other stakeholders and other third parties associated with the project. All documentation shall be in English.

When bidding for this assignment the Consultant may partner with other reputable firms, local and international, which specialise in providing specific services that the Consultant may be lacking in expertise. However, such an arrangement must be explicitly indicated in the bid.

Improvement of Terms of Reference

The Consultant may offer suggestions and improvements in the Terms of Reference, which he considers would result in better implementation of the project. Such proposals if accepted will form part of the Terms of Reference of the assignment. The effect on time and cost estimates given under the above clause shall be clearly identified.

Upon receipt of expressions of interests from interested firms, those that meet the requirements described in the EOI will be invited to submit their proposals (tenders) and evaluated against a predetermined criteria contained in the Request for Proposal document. The firm that presents the best proposal will be selected to take up the consultant's responsibilities.

Request for Expressions of Interest for Forest Carbon Partnership Facility for the Preparation of Readiness Plan for Reducing Emissions from Deforestation and Degradation (REDD)

The Government of Kenya has been selected to receive financing from the World Bank to prepare a REDD Readiness Plan, and intends to apply part of the proceeds for consultant services.

The services include activities related to:

1) preparation of a brief assessment of land use and forest policies and governance in the forest area in Kenya;

2) preparation of a consultation and outreach plart on the national REDD strategy;

3) preparation of Terms of References for:

a) design of a national REDD strategy;

b) design of a social and environmental impact analysis methodology for the REDD strategy and

c) estimating investment and capacity building requirements for the implementation of the REDD strategy;

d) development of a national reference scenario of greenhouse gas emissions from deforestation and forest degradation;

e) establishment of the monitoring, reporting and verification system for changes in forest cover and changes in carbon stocks at the national level; and

f) development of a national REDD implementation framework .

The Kenya Forest Service (KFS) now invites eligible consultants to indicate their interest in providing the services for this assignment.

Consultants are expected to minimally have the following qualifications: demonstrated in-depth knowledge of current and cutting edge international developments in climate change and climate mitigation strategies, with emphasis on policy options to advance the REDD agenda locally; demonstrated in-depth knowledge of the Kenyan forest policy context; demonstrated knowledge of land use and forest policy and forest governance, including experience in the development of sectoral strategies and investment and capacity needs analysis and risk assessment; demonstrated knowledge of social and safeguards issues and multi-stakeholder consultations.

Expression of Interest for Customer Satisfaction Survey

The Kenya Forest Service (KFS) is a State Corporation established by the Forest Act, 2005 to provide for the establishment, development and sustainable management, including conservation and rational utilisation of forest resources for the socio-economic development of the country. The Service has among its customers saw millers and forest adjacent communities.

The KFS is now inviting Expression of Interest (EOI) from competent consulting firms with relevant experience and skills to carry out a survey to assess the level of satisfaction of her customers. 1. The Local Authorities Pensions Fund has set aside funds from its budget for the provision of Consultancy services during the financial year 2008/09. It is intended that part of the proceeds will be applied to cover eligible payment under the contract for development of business continuity and disaster recovery plans

2. The main objective of the envisaged consultancy services is to assist in the development of the Fund's Business Continuity and disaster recovery plans; and implementation of those plans. The services to be provided by the consultant will include but not limited to the following:-

(a) Development of a Business Continuity Management Policy that addresses Disaster Recovery, Business Recovery, Crisis Management and Business Continuity Plan;
(b) Conducting a Business Impact Assessment (BIA)

(c) Identification of the risky area and process, points of vulnerability, points of failure and develop risk avoidance and mitigation strategies;

(d) Conducting of training for the Fund staff on Business Continuity Policy and culture;

(e) Conduct the testing of the plans soon after successfully completion of implantation.

3. The Local Authorities Pensions Fund now invites eligible Consults to express their interest in providing the above mentioned services. Interested Consultants must provide information indicating that they are qualified to perform the services by providing brochures or any other publication telling the similar assignments, experience in similar conditions, their appropriate skills and any other relevant information.

4. The expressions of Interest must be submitted in English only to the Secretary of the Tender Board, Local Authorities Pensions Fund at the address given under paragraph 6 below. Expressions of Interest received late shall not be considered for short listing.

5. A Consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 21 of 2004 and Public procurement (Selection and Employment of Consultants Regulations, Government Notice No. 98 of 2005). In assessing the submissions, consideration will be given to the qualification, experience on similar assignment and the capacity to undertake the assignment. Only Consultants with demonstrated experience and excellent track records in similar assignments will be considered for short listing.

Consultant may associate to enhance their qualifications. Those who are intending to associate must submit a copy of the letter of agreement or intention to associate.

6. Expression of Interest to Offer Consultancy Service to the Ministry Of Water and Irrigation on Development of Land Reclamation Policy.

1. Background

The Ministry of Water and Irrigation has been implementing Sector reforms following the launch of the National Policy on Water Resources management and development in 1999 and the enactment of the Water Act 2002. The Ministry wishes to deepen these reforms to cover other sub-sectors of the Ministry that were not covered during Water Policy formulation and review.

Consequently the Ministry wishes to hire the services of a consultant or consultancy firm to guide in the process of formulation of a Land Reclamation policy.

2. Objectives

The overall objective of the consultancy is to assist the department complete the Land Reclamation Policy and strategies for the sub-sector.

3. Scope of work
  • Review and align the draft Land reclamation policy document with related policies
  • Develop an action plan to facilitate the finalization of the Land Reclamation policy and strategies
  • Facilitate 3 stakeholders workshops geared towards development of a Land Reclamation policy and strategies.
  • Prepare a refined draft policy document after the stakeholder workshops and present the results in PowerPoint to the steering committee.
  • To advice /assist the steering committee in other related matters
4. Approach

The consultant will be required to review existing relevant documents and make recommendations to a steering committee for the way forward in the formulation of an all inclusive and participatory policy development process.

The Consultant in consultation with the steering committee members will be responsible for drawing up the schedule of activities of the draft policy reviews, and organization of the whole process.

The consultant will more specifically;-
  • Analyze the challenges of land Reclamation on national development
  • Analyze the impact and challenges of implementing the sub- sector plans and recommend institutional framework.
  • Analyze the linkages and likely impact the Land Reclamation Policy may have on other sectors and on the environment
  • Lead in at least 3 stakeholders consultative meetings /workshop
  • Develop, refine and deliver a completed Land Reclamation policy draft document
  • Timing The consultant will be engaged on short term basis on to an agreed action plan for a period not exceeding 40 days.
5. Qualification and experience

The lead Consultant has a minimum of a Masters degree in a relevant field, be knowledgeable on land development and reclamation issues. Must have wide skills and experience in policy formulation, moderation in workshops and meetings. Be experienced in Land Reclamation and ASAL development as it relates to national development.

The expression of interest and availability to undertake the requested service at a short notice should include: a detailed CV of the Key consultants, time allocated, details of previous experience for similar work and a financial proposal. Mercy Corps, an international non-governmental relief and development organisation, invites all qualified local and international firms and companies to submit bids for construction of a total of 15 boreholes (hand pumps) for potable water supplies in Maban County, Upper Nile State, Sudan.

The bidding firms and companies should also be able to provide Training on the use of the above equipment. RE-ADVERTISEMENT

This request for Expressions of Interest is following the General Procurement Notice for this project that appeared in the Development Business, issue no.619 of 30th November 2003 and updated in dgMarket on 21st February 2005.

The Government of the Republic of Uganda has received a credit from the International Development Association (IDA) of the World Bank towards the cost of Sustainable Management of Mineral Resources Project (SMMRP) and intends to apply a portion of this Credit to eligible payments under Contracts for Consulting Services for Enhancement of Legal and Regulatory Framework Study.

The assignment will focus on the following:
  • Reviewing the Mining Act 2003 and all other regulations and notices which affect mining in Uganda and make specific proposals for improvements/amendments related to the various scales and types of mining activities;
  • Conduct the consultative process;
  • Reviewing relevant aspects of cross-sectoral laws affecting the mining sector including Land Act, National Environment Management Act, Water Act, Effluent Discharge Regulation, Investment Act, Finance Act, Uganda Wildlife Statute, Forestry Act, Labour Act, Public Health Act and others;
  • Enhancing technical regulations and standards applicable to the mineral sector including mine closure, safe distances from blasting, construction of explosives magazines, storage of explosives and safety standards in mining operations;
  • Drafting new, transparent, clear and concise guidelines and procedures to implement the regulatory framework;
  • Preparing draft Model Mineral Agreements that may be applicable as provided under the law. Such agreements should reflect the expected mix of mines to be developed in Uganda;
  • Evaluating of the training requirements for Department of Geological Survey and Mines (DGSM)/ Mines Division staff in order to ensure adequate implementation and compliance of the legal and regulatory framework. Part of the training will be provided with on-the job training during the consultancy but will also comprise the participation to workshops and short courses in Uganda and abroad;
  • In addition to the field training, the Consultant shall be respon¬sible for the Design and preparation of the training program and the budget to assist PCU implement a training programme for DGSM staff.
The Ministry of Energy and Mineral Development and its implementing agency, the Department of Geological Survey (DGSM) now invites eligible consultants to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (company profiles, brochures, description of similar assignments experience in similar conditions, availability of appropriate skills among staff, legal status, power of attorney to be representative of the firm etc). Consultants may associate or opt for joint ventures to enhance their qualifications.

The Consulting Services will be procured in accordance with the Guidelines for Selection and Employment of Consultants by World Bank Borrowers January 1997 (Revised September 1997, January 1999, and May 2002).

This is not a request for Proposals. After evaluation of the Expressions of Interest, a shortlist will be prepared and the short listed consultants will be invited to submit proposals through Requests For Proposals (RFPs) with a letter of invitation including specific terms of Reference.
