National University of Rwanda (NUR) Request for Expression of Interest

TENDER FOR CONSULTANCY SERVICE TO ASSESS THE EXISTING HUMAN RESOURCES SKILLS VERSUS JOB REQUIREMENTS, TO ADVICE ON NEW STAFFING AND TO DEVELOP A HUMAN RESOURCE

DEVELOPMENT PLAN FOR THE NATIONAL UNIVERSITY OF RWANDA

REQUEST FOR EXPRESSION OF INTEREST

The National University of Rwanda (NUR) is now in the process of transforming its operations so that it can provide relevant knowledge and skills for Rwanda's development agenda towards realization of the objectives enshrined in the National Vision 2020 and EDPRS. The University has embarked on new development initiatives, both academic and administrative, in order to deliver on its mandate and mission objective.

These initiatives are aimed at meeting the challenges of
(i) increasing student numbers,
(ii) need for regular curriculum reform to meet internationally acceptable standards,
(iii) preparation of tailor made training modules,
(iv) high staff turn over of academic personnel who are being attracted to the private sector,
(v) need for adequate and appropriate training space, facilities and equipment. Most of these initiatives require sufficient human and financial resources to facilitate their effective and efficient implementation.

In order to achieve better management of government and donor funds, the NUR is seeking a consultant to produce an assessment of job descriptions and qualifications for all academic, administrative and technical positions. The aim of this undertaking is a systematic review of existing human resources, and forecasting future requirements in line with the institution's vision and mission.

The National University of Rwanda (NUR) invites qualified consultants to bid for the consultancy services whose terms of reference are detailed below:

TERMS OF REFERENCE
1. To assess the existing human resources skills, staffing, job descrip¬tions and to identify gaps between existing skills and job require¬ments in administrative and technical Units;
2 To assess the existing human resources skills, staffing, job descrip¬tions and identify gaps between existing skills and job requirements in academic units;
3. To develop new job descriptions of administrative and technical staff
and to propose new placement of staff in the new NUR structure taking into account the standard ratio between administrative and academic staff;
4. To propose the best way of utilization the administrative and technical staff including the possibility of outsourcing of some services;
5. To propose the best way of utilization the academic staff taking into account the triple mission of the university: teaching, research and community service;
6. To review the staff development policy of the NUR and advise on the best way of staff development planning;

7 To develop a human capacity building plan to fill the identified gaps.
Evaluate the budget required for such program;
8. To analyze and harmonize the NUR remuneration policy with best practices internationally and especially in the East African Community;
9. To develop a succession plan for all staff, academic, administration and support;
10. To develop a retention policy that includes an insurance policy scheme,
11 To develop a performance monitoring system including performance based rewards.

QUALIFICATIONS OF THE CONSULTANT
The consultant has to be a well trained and experienced expert in Human Resources Management (HRM) with minimum qualifications of a Masters degree in HRM or related fields. Holding of a Ph.D. degree with proven experiences in HRM and Organizational structure reforms as well as experience in higher education institutions will be a positive added advantage. DELIVERABLES

1. A report on critical assessment on HRM and skills gaps at NUR;
2. A report on the proposed new placement of staff;
3. A report on the best utilization of administrative and academic staff, as well as on the services to be out sourced;
4. A report on human capacity building plan and estimated budget.
5. A report on Staff Development and Succession Planning in line with NUR Strategic Plan as approved by its stakeholders.
6 A report on the Remuneration Policy to be in line with Private-Public Sector Partnership and the identified areas to be outsourced to achieve the required budget to achieve the set performance targets.
7. A report on best practices of attracting, developing and retaining the best talents in NUR including the insurance policy schemes when working and after retirement and any other performance based incentives.

All reports to be submitted to the Rector of NUR in 3 hard copies in English, well bound, and on 3 CD ROM.

The selected consultant will work with internal consultants from the National University of Rwanda.
