Solid Waste Management Project for the Municipalities of Mombasa and Nakuru

OFFICE OF THE DEPUTY PRIME MINISTER AND MINISTRY OF LOCAL GOVERNMENT

REQUEST FOR PROPOSALS

Solid Waste Management Project for the Municipalities of Mombasa and Nakuru

(International Competitive Bidding)

1. The GOVERNMENT OF KENYA has received a credit from the French Government, through French Development Agency (AFD), towards Solid Waste Management Project for Mombasa and Nakuru (CKE- 3000 0 1 A). The project will be implemented by the Ministry of Local Government through Project Implementation Units (PIUs) based at Municipal Council of Mombasa and Municipal Council of Nakuru. The Government intends to apply a portion of the credit towards eligible payments for Detailed Designs, Environmental Impact Assessment and Supervision Works.

2. The Office of the Deputy Prime Minister and Ministry of Local Government now invites sealed Tenders from eligible consultants for services whose scope shall include but not limited to the following:
A) Municipal Council of Mombasa: Tender No. MoLG/SWM-RFP/MCM 72008-09 (2)
i) Development of master plan for solid waste management within the Municipal Council of Mombasa,
ii) Carrying out of detailed designs of modem sanitary landfill(s), transfer and material recovery stations, access roads and for closure of existing dumpsites; in consistence with adopted master plan for solid waste management in Mombasa,
iii) Carrying out of environmental impact assessments and securing relevant licenses,
iv) Supervision of the construction works.
B) Municipal Council of Nakuru: Tender No. MoLG/SWM-RFP/MCN /2008-09 (3)
i) Development of master plan for solid waste management within the Municipal Council of Nakuru,
ii) Carrying out of detailed designs of modem sanitary landfill(s), transfer and material recovery stations, access roads and for closure of existing dumpsites; in consistence with adopted master plan for solid waste management in Nakuru,
iii) Carrying out of environmental impact assessments and securing relevant licenses,
iv) Supervision of the construction works.

3. Tendering is open to international and local engineering consulting firms who meet eligibility criteria specified in the Request for Proposals.

4. A complete set of tender documents may be obtained during normal office hours from the Procurement Office, Jogoo House "A", Second Floor Room No. 254, by interested consultants upon payment a non refundable fee of Five Thousands Kenya Shillings (KShs. 5,000.00) for each set payable at Ministry of Local Government Cash Office,1st floor Jogoo House "A", during the normal working hours.

5. Tender bids in plain scaled envelopes bearing the tender number on the top right hand corner but with no indication of the tenderer should be addressed to:

Or placed in the Tender Box situated on the 1st Floor of the Jogoo House "A" so as to reach him on or be¬fore 10th February, 2009 at 12.00 P.M.

6. Technical Bids will be opened publicly thereafter in the presence of tenderers who choose to attend on 10" February, 2009 at 12.00 P.M at the 1st Floor, Conference Room, Jogoo House "A". Late bids will be returned unopened. Financial Bids of those Tenderers who pass the technical criteria will be opened at a later date to be provided in the presence of the tenderers' representative whose tenders pass the technical criteria
