Supply, Installation and Migration of the Current Integrated Financial Management System (IFMS)


The Government of Uganda has received funding from Development Partners towards the support of the Financial Management and Accountability Programme (FINMAP) in deepening and consolidating reforms in Public Financial Management, and it intends to apply part of the proceeds of the funds to payments under the contract for Prequalification: Supply, installation and migration of the current Integrated Financial management System (IFMS).

The Ministry of Finance, Planning and Economic Development, Uganda intends to prequalify firms for supply, installation, and migration of the current IFMS.

The assignment will entail reviewing of the proposed enhancements of the IFMS datacenters and implementation of agreed solution.

Some of the key ingredients are:
  • Supply
  • Orientation of Government of Uganda staff
  • Installation
  • Migration of application and data, testing and commissioning
  • Training
  • Maintenance
The current setup of the IFMS is made up of two datacen¬ters. The production datacenter has twin-node clusters for Oracle Public sector Financials application, and Oracle database on HP PA-RISC servers and StorageWorks Virtual Array hardware. There is also HP Proliant platform running Microsoft Exchange 2003 on Windows 2003 Enterprise server.

The datacenter is connected to over 30 sites by WAN through two Cisco 3660 access routers, and PIX firewalls coupled to provide redundancy on links from two separate service providers.

There is additional hardware for test, training, and develop¬ment instances of Oracle application; management and support components based on HP products and products from other vendors; and security tools.

The disaster recovery center is a stripped down version of the main datacenter, without clustering.

Prequalification will be conducted using the prequalifica-tion procedures in the Public Procurement and Disposal of Assets Act No. 1/2003 and the Public Procurement and Disposal of Assets Regulations No. 70/2003 and is open to all Bidders from eligible source countries as defined in the Guidelines.

A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USh100,000 or US$50. The method of payment will be by Cheque, Telegraphic Transfer or cash. The document will be sent by courier upon payment of US$30 for the courier services.

Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 1700 hours East African Standard Time on Wednesday 25 February 2009 and be clearly marked "Application to Prequalify for Supply, installation and migration of the current Integrated Financial Management System (IFMS)"
