1. Background
The UNDP GEF LD Focal Area has developed a PIF (project idea) under the Strategic Investment Programme (SIP/TerrAfrica GEF 4 Programme) for land degradation. The working hypotheses of the project is that sustainable charcoal production offers an opportunity to diversify livelihoods and to support dryland management if it can be transformed from an illegal high transaction to a profitable legal industry that ensures sustainability of the environment and poverty reduction.
The project will pilot the use of sustainable charcoal production as a tool for improving woodland management through creation of an enabling environment (policies, markets, technologies and governance) in four districts. The idea is to test the viability of sustainable charcoal as a tool for sustainable land management for the benefit of the people and the environment.
The project has four components.
- National- policies and local governance mechanisms supporting sustainable production, processing and marketing of charcoal
- Income to communities increase from sustainable charcoal and sale of other PES services
- Key stakeholders strengthen capacities for engaging in sustainable charcoal production, including monitoring compliance to rules and regulations and impacts
- Technology for efficient production, processing and consumption of charcoal adopted
The objective of this consultancy therefore is to implement the PPG (project preparation grant process) and to produce a Project Document. Under the overall supervision of the Ministry of environment, the Kenya Forestry Service and UNDP CO, the consultant/Firm will coordinate information collection and collation and the write-up of the project document.
In doing so, it will undertake stakeholder consultation and build on the existing material to produce a technically sound project document using latest GEF templates (and methodology).
Specific tasks include:
1. Undertake technical studies and produce information required to formulate the project: the studies are:
- District and charcoal profiling (criteria for selecting pilot districts, charcoal studies):
- Assessment of sustainable charcoal incentives and implementation barriers
- Household welfare assessment for pilot districts
- Assessment of institutional and stakeholder awareness, capacities, and needs (pilot districts)
- Climate risk assessment
- Define M&E system
3. Identify project management and implementation arrangements
4. Identify baseline and provide the incremental cost analysis;
5. Identify co-finance and obtain commitment letters;
6. Prepare a final proposal with partners, and submit to the government, UNDP and GEF
Specific Outputs
An MSP must be produced within six months. The MSP will identify a suite of activities to be piloted. Consultant/firm will stay engaged with the piloting process to ensure that lessons emerging from the piloting inform the finalization of the project document, which must be concluded within 18 months of start of contract.
Timeframe:
12 months from signing a tripartite agreement between UNDP, KFS and the consultanVfirm. The assignment will commence early March 2009.
Profile of the consultant/ firm
- Experience on "sustainable charcoal" and charcoal production chain and policy processes in Kenya and the region;
- Detailed knowledge of the compliance and voluntary carbon finance market and its operations.
- Experience in development of PES projects in Kenya and the region.
- Experience with GEF project development processes, particularly concepts of baseline, incremental costs and global environmental benefits;

4. Submission of Proposals
The Offerer shall seal the Proposal in one outer and two inner envelopes, as detailed below.

(b) Both inner envelopes shall indicate the name and address of the Offerer. The first inner envelope shall include the technical proposal duly identified as such with copies duly marked "Original" and "Copy". The second inner envelope shall include the price schedule duly identified as such.
Note, if the inner envelopes are not sealed and marked as per the instructions in this clause, the procuring UNDP entity will not assume responsibility for the Proposal's misplacement or premature opening.
Your submission comprising of the Concept Paper (referred to as technical proposal) and financial proposal, clearly marked as such in separate sealed envelopes, should reach the following address no later than Friday, 6th February, 2009 by 12.00 noon Kenya Time
