Replacement of On-Shore Pipeline Single Point Mooring Multi-Product Upgrade Works

REQUEST FOR EXPRESSIONS OF INTEREST

1. Tanzania and Italian Petroleum Refining Co. Ltd (TIPER) owns and operates the on-shore portion of the Single Point Mooring (SPM) system, designed for the importation of crude oil and consisting of a single NPS 36" welded wrought steel pipe laid between the TIPER refinery site at Kigamboni and Mjimwema Bay, Dar es Salaam.

2. As part of the SPM rehabilitation and multi-product upgrade works, TIPER intends, using its own funds, to carry-out the following works:

a). The supply and installation of two separate externally coated NPS 24" pipelines for both black and white petroleum import/export together with all pipeline appurtenances within an existing way-leave of 4,350m length between the TIPER refinery site and the landfall at Ras Mjimwema.

b). The construction of permanent in-line inspection stations, including pig launchers and receivers, valves and bypass piping allowing the safe insertion, running and retrieval of spheres, batching/ segregation pigs, cleaning and gauging pigs and intelligent inline inspection tools in the pipelines.

c). The proper abandonment (following internal cleaning and purging) of the existing NPS 36" on¬shore pipeline together with all other appurtenances.

3. TIPER now invites eligible contractors (registered with the Contractors Registration Board in Class 1) to indicate their interest in carrying out the works. Interested contractors must provide documentary evidence indicating that they are qualified to perform the services in accordance with international codes and standards, especially ASME B31.4-2006 (Pipeline Transportation Systems for Liquid Hydrocarbons and Other Liquids). Expressions of Interest must also include documentary evidence of similar assignments undertaken, availability of appropriate equipment and staff skills, company profiles, certified copies of relevant legal and business licenses and proof of financial ability, including audited annual accounts for the last three years.

4. Expression of Interest should be submitted to the Managing Director, Tanzanian and Italian Petroleum Refining Co. Ltd, P.O. Box 2608, Dar es Salaam and deposited in the Tender Box at the Kigamboni Refinery Site, not later than 16:00 hrs on the 27th day of February 2009.
