Provision of Consultancy Services for Developing a New Strategic Corporate Plan.

(TENDER NO: NHC/RFP/007/2009).

National Housing Corporation (NHC) is a State Corporation established under the Housing Act (Cap 117). The Corporation has been implementing a five year Strategic Corporate Plan which comes to an end in June 2009.

In view of this, NHC wishes to develop a new Corporate Strategic Plan for the period 2009/10 - 2012/13 in line with the Kenya Vision 2030, first Medium Term Plan (2008
- 2012), National Housing Policy For Kenya and other National development policy documents.

The Corporation invites Kenyan registered Consultant firms/Consortium of Consultant firms with relevant qualification and experience to submit Technical and Financial proposals to undertake this exercise.

In preparing the Corporation's Corporate Strategic Plan, the following critical areas will need to be addressed by the consultant: -

i. Analyze the Corporation's mandate and core functions and align them to the Vision 2030 and the Medium Term Plan (2008 - 2012).

ii. Undertake a situational analysis of the Corporation, paying attention to Vision, Mission, and Core Values as outlined in the NHC Strategic Plan 2005 - 2009 and recommend areas of improvement and adjustments,

iii. Analyze and review the strategic objectives, strategies, activities and outcomes as outlined in the implementation matrix of the 2005 - 2009 Strategic Plan and suggest necessary changes or/and modifications,

iv. Undertake a comprehensive analysis of all stakeholders of the NHC and prioritize the critical ones relevant to the Corporation,

v. Develop a Balanced Score Card to translate the Corporations' Vision and strategy into a comprehensive set of performance measures that will provide a framework for the strategic measurement system,

vi. Develop a framework for NHC's strategic planning process ensuring timely completion and thereby enabling the Corporation derive maximum benefit from the process,

vii. Facilitate the strategic planning process and produce a new draft and acceptable Corporate Strategic Plan covering the period 2009/10 - 2012/13 consistent with priorities outlined in the Medium Term Plan 2008 - 2012 of Kenya Vision 2030.

Mandatory Requirements from Consultants:

• All consultants must submit all the statutory requirements including Registration Certificates, Valid Tax Compliance Certificate from KRA etc
• Companies must have over Five years experience in similar assignments.
• A justification as to why your team should be awarded the project.
• Reference of similar projects undertaken over the last five years including a brief description of the projects undertaken.
• Details of principal resource personnel to be deployed in the project.

Complete tender documents detailing the tender requirements are available from the Procurement Office 11th floor - NHC House upon payment of non- refundable fee of KSHS 3,000 per set of documents, evidenced by an official receipt. Payments shall be made in bankers cheque in the Payment section on Ground floor, NHC House, anytime between 08.00am and 03.30 pm on week days.
