Kenya Investment Authority (Kenlnvest) is a statutory organization established by an Act of Parliament, the Investment Promotion Act, No. 6 of 2004. It is charged with the responsibility of promoting and facilitating investments and providing necessary assistance to both local and foreign investors.
Kenlnvest intends to commission consultants/consultancy firms to develop a policy framework for investment in the flagship sectors that have been given priority as key growth drivers in Vision 2030, namely:
Kenlnvest/001/08-09: Tourism
Kenlnvest/002/08-09: Increased value addition in agriculture
Ken Invest/003/08-09: A better and more inclusive wholesale and retail trade sector
Kenlnvest/004/08-09: Manufacturing tor the regional market
Kenlnvest/005/08-09: Business Process Outsourcing
Kenlnvest/006/08-09: Financial services
Kenlnvest/007/08-09: Energy
The process will entail: A sector/sub-sector situational analysis; An analysis of the policy framework for investment in the sectors, covering laws and regulations, and various policy initiatives undertaken previously; Identifying impediments to investment in the sectors and recommending appropriate reform measures to improve investment in the sectors; Carrying out an assessment of current incentives available and proposing a new regime of national, regional and/or sectoral incentive structure; Identifying succesful models used in other countries, to be used as benchmarks; Identifying the roles of key stakeholders who interface with investors in their day to day operations; Carrying out comprehensive consultations with key stakeholders to collect information/data in refining the expected output; Aligning the proposed policy measures with other regional cooperation initiatives, to avoid inconsistency; Formulating a strategy for joint investment promotion campaigns by key stakeholders; Identifying key institutions dealing with each sector/sub-sector; Preparing an implementation schedule for identified reform measures.
Qualifying research consultants are required to present a detailed proposal for the above tasks indicating technical and financial capacities, together with profiled experience in similar assignments. In assessing the proposal, consideration will be given to concise covering letter (Max 3 pages) and respective CV's indicating areas of technical competence with relevant experience to undertaking similar assignments in the last three (3) years.
