Expression of Interest (EOI):
Consultancy For Detailed Design, Tender Documents Preparation And Construction Supervision - Lower Nzoia Irrigation Development Project

This request for expression of interest follows the General Procurement Notice for this project that appeared in Development Business (dgMarket) of September 12, 2007 and UN Development Business No. 712 of October 16, 2007.

The Government of Kenya has received a credit from the International Development Association (IDA) towards the cost of the Natural Resource Management Project and intends to apply part of the proceeds for consultant services for Consultancy for Detailed Design, Tender Documents Preparation and Construction Supervision - Lower Nzoia Irrigation Development Project.

The services include:

1. Review the Final Feasibility Study Report for Improvement of Water Management in the Mwea Irrigation Scheme completed in 2008,
   
2. Carry out additional investigations necessary for firming up information and data needed for best practice at detailed design-level,
   
3. Review the Environmental and Social Impact Assessment Report for the project and incorporate the proposed mitigation and management measures into the design,
4. Take inventory of existing infrastructure in the Mwea Irrigation Scheme and establish improvement requirements of the network covering the 9,000ha of main scheme and out-grower areas,
   
5. Carry out mapping of the projected new development areas and corresponding major infrastructure sites as well as other typical structure sites and prepare corresponding drawings, plans and maps,
6. Review the effectiveness of the on-farm water storage facilities as a means of improving water management in Mwea ,
7. Prepare detailed design criteria, approaches and workings , detailed drawings of all infrastructure to be constructed or improved ,
   
8. Prepare tender documents, complete with detailed specifications, engineer's estimates, pre-qualification documents, draft agreement for construction works and;
   
9. Mobilisation, organisation and involvement of Irrigation Water Users Associations (IWUAs) in the design.

The estimated time duration for the consultancy services is 19 calendar months.

The National Irrigation Board now invites eligible and qualified consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, technical, managerial & financial capacities, availability of appropriate skills among staff etc,).

Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employments of Consultants by World Bank's Borrowers; May 2004 revised on October 1, 2006. The selection method will be Quality and Cost-Based Selection (QCBSj. Short- listed firms will be invited to submit proposals through a letter of invitation including RFP.

The completed Expressions of Interest documents in writing in six (6) copies and English only must be deposited in the Tender Box situated in the Reception Area on the Ground Floor of NIB Head Office, Unyunyizi House, Lenana Road, Hurlingam on or before Tuesday 27th January 2009 at 12.00 hours Kenyan Time.
