Procurement Of Desk Top Computers And Uninterruptable Power Supply (UPS)

This invitation for bids follows the General Procurement Notice for the Public Financial Management Reform Project which appeared in the UN Development Business Issue No. 671 of January 31st, 2006 and last renewed on the dgmarket on August 11, 2008.

The Government of Kenya has received a credit from the International Development Association and other Development Partners towarca me ,ost of Institutional Reforms and Capacity Building Project and it intends to apply part of the proceeds of this credit to cover eligible payments for:

(i) contract for the procurement of 100 Desktop computers
(ii) contract for the procurement of 100 Uninterruptable Power Supply (UPS)

The Teachers Service Commission now invites sealed bids from eligible and qualified bidders for the one or more of the above contract packages. Evaluation and award of contract will be on an item -by item basis.

Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (2004 edition), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from Assistant Deputy Secretary (Procurement and Stores), Teachers Service Commission and inspect the Bidding Documents at: Bazaar Building-Biashara Street/ Moi Avenue Nairobi, M4 Floor from 8.00 a.m. to 5.00pm during Week Days.

A complete set of bidding documents in the English Language may be purchased by interested bidders upon payment of a non-refundable fee of Kenya Shillings five thousand only (KES 5,000) or the equivalent in freely convertible currency by cash or banker's cheque payable to:
The Secretary/Chief Executive Teachers Service Commission of Kenya.

Bids must be deposited in the locked Tender Box located on ground floor, southern wing reception, the Bazaar building, Moi Avenue/ Biashara street, Nairobi-Kenya at or before 10:00 a.m. on 4th February 2009. All bids must be accompanied by a bid security (in the form of a Bank Guarantee) of Kenya Shillings two hundred thousand (KES 200,000) or an equivalent amount in a freely convertible currency and must be valid for 120 days after bid submission deadline.

Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at Teachers Service Commission Headquarters, Bazaar Building, Moi Avenue/Biashara street Nairobi 1st Floor, Boardroom lAon 04/02/2009 at 10.00 a.m.

The attention of prospective Bidders is drawn to:
(i) the fact that they will be required to certify in their bids, where relevant, that all software is either covered by a valid license or was produce by the Bidder; and
(ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from patcipation in future World Bank-financed procurement.

The Teachers Service Commission reserves the right to accept/ reject all or part of the Bids and is not bound to give reasons for doing so.
