UNIFEM is seeking consultancy services to undertake mapping of NGOs that are engaged in gender and governance and protection of women's human rights.
1.0 BACKGROUND
The United Nations Development Fund for Women (UNIFEM) works for the promotion of women's empowerment, rights and gender equality globally. One of the pillars of UNIFEM's work is women's political participation, a fundamental prerequisite for gender equality and democratic governance.
The Gender and Governance Program that is managed by the UNIFEM's Kenya Country Office aims to ensure that gender equality is addressed in national planning processes and governance structures and to ensure women's leadership and participation in development planning and policy implementation.
The program is based on principle of multi-stakeholder engagement and ownership that encompasses civil society organizations, government institutions, donors and other UN agencies. UNIFEM's Human rights Program works to promote and protect women's political, social, cultural and economic rights.
Within the framework of these two programs, UNIFEM intends to expand its strategic partnership with civil society organizations that are working to ensure accountable, gender-responsive service delivery through various initiatives such as engaging women in local priority setting and resource allocations, community mobilization for demanding equitable service delivery or/and organizations tracking progress in implementation of gender equality policies and programs, as well as organizations working for promotion and protection of women's Human rights.
2.0 OBJECTIVE
The main objective of the exercise is to make an inventory of organizations, appraise them and shortlist organizations with technical and management capacity in the areas of gender and governance and protection of women's rights.
The mapping exercise should focus on organizations with: A- substantive knowledge of women's situation in Kenya, and are able to build evidence-based advocacy for policy changes, B- substantive knowledge of mechanisms for involving women in local and national priority-setting and budgeting processes and implementing programs to this effect, C- the capacity and legitimacy to build networks and united action around gender equality issues, D- the capacity to systematically monitor, document and analyze women's rights issues at national or sub-national levels.
The consultant/firm is required to provide a sample of written work as part of the proposal.
